PHASE I
The principal and project manager analyzes the specific needs of the individual project and set up the program for the condition appraisal. These gentlemen are directly involved in the appraisal, and both will be in the field at the site working on the appraisal. They will be assisted, as necessary, by the inspection staff. In addition, TCE’s staff of structural engineers will also be on call, as needed, if structural analysis is necessary. During the preparation of the Phase I report for the client, detailed cost estimating is performed to establish a budget for the repair of the individual project. TCE bases the cost estimating on a database compiled from bids and construction costs from millions of square feet of garage repair, thousands of balconies and over twenty years of experience in restoration. TCE’s cost estimating is done by preparing a spreadsheet that includes each individual repair item, the quantities of the items, and the historical cost data. In addition to TCE’s database of costs, we also keep time records for the completion of past projects. This allows TCE to create a projected schedule for the completion of each new project. Thus, TCE’s estimates include both cost and schedule.

PHASE II
The specifications and construction documents prepared by TCE are known throughout the Metropolitan DC area as being the most complete and rigorous specifications in the industry. TCE is also known for having the most user-friendly specifications available. TCE’s principals serve on the local and National Board of Directors of the International Concrete Repair Institute (ICRI) and are actively involved in the preparation of the ICRI Technical Guidelines for the repair of concrete. Through this involvement, those guidelines are incorporated into our specifications, producing the most state-of-the art specifications available. As part of TCE’s Total Quality Management (TQM) program, all of the specifications produced by TCE are reviewed by the principals.

PHASE III
Bidding on TCE projects has consistently produced prices for restorations lower than projects produced by other consultants. We attribute this to the quality of TCE’s documents and the thoroughness of TCE’s specifications.

PHASE IV
During the construction phase, Construction Administration is provided by either a principal of the firm or a project manager, and Quality Assurance is provided by our field engineer staff. TCE’s project managers routinely visit the job sites during the construction on a regular basis. Thus, no project is left “hanging” without guidance and direction.
